  1. Govt should focus only on track upgradation. Let private sector, introduce new trains. Corporatise the Railways. Separate PSUs - one for track and station infra; one for trains; and one for catering. Allow private sector in last two areas - trains and catering. Then charge license fee from private. This should be the model.
