Govt and political parties are two different things in India. India has it's own external intelligence agency - RAW. RAW would get top secret orders from the administration, from Modi's office directly. BJP would know nothing about it.

That shows, the voters don't even trust, career Republicans. They were determined to put a radical outsider in the chair. He has single handedly captured the American right-wing, while being an outsider. That should tell you something about anti-establishment anger
