@Valkyri3Z Hunger index is not about lack of food. Educate yourself. The report didn't say, Indians are starving. It said, Indians are undernourished due to lack of proteins. And that's because India's agricultural policy neglected pulses. And also, actual score increased. The rank reduced because more countries were added.
