  1. Give reservations to everyone. Even "upper" castes or better to say forward castes. 28% is justified. They are also taxpayers, who get nothing for what they contribute. And face it, this is causing brain drain. Trust in Indian education system is at an all time low. People are leaving the country, to study abroad and settle there, because they don't want their children to face the same reservation barriers, that they faced in India. Does the govt want engineers and doctors from only reserved castes only or what? In that case, they are definitely achieving that aim. Govt services have already been abandoned by most forward castes, with people being overlooked for promotions. Except for most patriotic or most desperate, no one from forward castes apply for govt jobs.
