  1. ​​ @harjeetful Bhai, how long will you keep blaming dams? You benefit from guaranteed procurement from Centre and subsidies from State. UP, Bihar produce more rice, but earn less than Punjab. Govt has no money to procure from everyone, and there is not enough demand for rice. UP Bihar have more water and are more fertile. Let them grow all the water-guzzling crops. You need to get out of agriculture and atleast stop growing so much rice and wheat. Industrialize your state, for heaven's sake.

  3. Your self-reliance is based on agricultural subsidies. If UP, Bihar got all that subsidy and procurement, then they would also prosper. But there is only so much money with the govt for procurement and so much demand for rice and wheat. Just deduct the debt of Punjab from your individual income, and the story won't be rosy. Until you move out of agriculture, and produce stuff that's actually needed by people, like pulses, oilseed etc, and setup manufacturing industries, you can't claim to be self-reliant or prosperous in any way.
