In San Francisco, there is a big problem of theft, yet Silicon valley is thriving. School shooting is also a problem. New York was infested with gangwars like Mumbai. The only difference is that the state of policing is better in richer countries. In India, we don't have adequate policing because we don't have money. To make money we need to have better business environment and public safety too. And public safety requires good policing. Chicken and egg problem.
