Why can't they discuss with Home Minister Amit Shah? Why can't they respect his words? Do they think the PM will say something different? During Congress rule, it would happen that, minister would say something and the prince would come and overrule him/her. Do they expect something similar or what?

It is not Speaker's job to understand or not. Speaker's job is to maintain order. They should have discussion with Hime Minister Amit Shah. What's their problem? Do they expect Modi to say something different?
