  1. How about focusing on large laggard states? Fixing bottlenecks in governance and policies in these states should be the focus. Bihar, Vidarbha, North Karnataka, Chattisgarh, Andhra Pradesh and Bengal need to improve. Andhra has got a good CM. Bihar got money. Hope someone does the implementation. Vidarbha is caught in drought trap. Bengal might be next Bihar who knows.

  2. They are investing. But not creating jobs. They want to hire few experienced superstars, than train many freshers. And that's because freshers have worthless quality after 4 years of college.
