  1. Another way of looking at Agniveer is that, govt has reduced Army recruitment in general. If we had no Agniveer, then govt would have to directly hire only the 25% who become permanent. But govt added the temporary 75% as a cushion. Maybe, they can add a few extra layers. Say, next 25% be hired in CRPF, CAPF, territorial army etc. And guaranteed police recruitment from Agniveer. Then our police will become more professional too.

  2. Why it will cause lack of unity? 25% will become permanent like non-Agniveers previously. It's just that Army recruitment in general is coming down. So, instead of advertising the few 25% permanent positions, govt added the temporary 75% also.
