  1. IITians went abroad, because local situation of industry and research was bad. When you improve these things, they would come back. But people of general category, would not want to come back, because their children won't get any seats here. General category gets the least return on their taxes. So, they would rather have their children grow somewhere else. If you want them to come back and pay taxes here, then have some exclusive reservations for general category too.
