  4. Pakistan should reduce its military spending. It can return its F-16s back to US, in return for money. And India can promise not to invade. We don't want to anyway. Also, US can guarantee, that we both don't go to war ever. Also, my controversial suggestion would be that: India can recognise PoK, in return for reduced military spending by Pak, reduced troops on our borders, and giving MFN status. We can have Indian companies investing in Pak too. We can do this in steps.
