  1. There are international laws regarding lower riparian states of a river. So, you can't just say your territory as an excuse.

  2.  @richardxraj  In India, states cannot build dams. Only Centre can. And water sharing commitees and tribunals exist. Court cases happen. Is there any such communication between India and China. China can't unilaterally build dam on a shared river, without informing India.
