  1. Apart from Modi, other BJP leaders do press conferences. Prakash Javdekar did speak. BJP is an organisational party. Evn though it is accused of being a one-man party, it isn't. Modi is just the face of the organisation. So, whoever speaks, it's the same. But in case of Congress and others, decisions are actually centralised.

  2. ​​​ @prakharsrivastava3799 Exactly, lower income slabs pay lesser taxes, now. Only the excise duty on petrol is high. But that is because of inefficiency in places like farm subsidies. By reforming agri supply chain, and getting govt out of it, the govt can cut petrol taxes. And it is the State petrol VAT taxes in cities like Bengaluru and Hyderabad, that hurt lower income people like fresher software engineers more, albeit being levied in their name. Then property taxes being raised in Bengaluru, increase rents of freshers in PGs and hostels.
