  1. It is pathetic and makes one sad after seeing this. It is the helplessness, that one is unable to do anything through the elected governments one after the other. However certain aspects need to be re0iterated. 1. Top-most priority to be given to miners' "health". Whatever is needed in this direction, must be carried out. 2. Unless it is certified that the "leased land" is rocky fit for no other use, open-cast, strip mining shouldn't be permitted. 3. If the free-lance workers don't heed the governments & injunctions, the administration should go to them & do accordingly. 4. Finally it is the individual miner who delivers the coal (with/without machinery) & wages (apart from the fixed part) paid as per the weight of coal s/he mined.
