@Beru700 They have, Ukraine was the third biggest nuclear power of the world., before the Budapest Memorandum. They also can build Neutron bombs and Cobalt bombs, even Hydrogen bombs. The Ukrainians have also RBMK reacktors. So they have a lot of Plutonium.
