  3. Russia has been using cluster bombs in Ukraine since day one, are you simple or something? So has Ukraine for that matter. They both had cluster munitions in their stockpiles before the war. The US isn't even the first foreign power to give CM's to Ukraine, Turkey did much earlier in the war.

Budapest Memoranda are three documents signed in identical terms on December 5, 1994, respectively by Belarus , Kazakhstan and Ukraine as well as by the United States , the United Kingdom and Russia which grant guarantees of territorial integrity and security to each of these three former Soviet Socialist Republics in exchange for their ratification of the Treaty on the Non-Proliferation of Nuclear Weapons. In 2009, the United States and Russia confirmed the validity of these three memoranda.
