Classes have only been 80 full at most because they have had to maintain quotas by race and gender. So white qualified men were not accepted into the classes to become certified because it would alter the class ratios of white men to other races and sex. There is a class action lawsuit at this time for discrimination by white applicants that were not accepted into the classes to train for the jobs even though they met all the qual, so the spots in the classes were left empty
