  1. No one is to blame. There were adequate warnings, but no one could predict it would drop a years worth of rain in 2 hours. At 2 to 4 am and the tje nature of the canyon terrain would cause the river to rise 26 feet in under an hour. That a super popular summer camp had 750 young female sleeping close to the river banks. People are idiots , no way anyone could have predicted this
