Definitely going to be copilot error, one engine may have gone out, but not both at the exact same time. they may have had an engine go out, but the plane can take off and fly with one engine The pilot probably commanded to retract the landing gear and the copilot retracted the flaps resulting in insufficient lift and the plane just stalled
