Unfortunately trump cannot unilaterally cut off federal funds for sanctuary cities, he tried twice in his first term and both times the courts overturned his decision saying it had to go through congress, since congress is the branch of government that controls federal funds. Same reason Biden can’t forgive student loans. So hopefully congress will pass something in an immigration bill
