@zetaforever4953 Historically, other matters will shape which groups are complaining about what, and to what extent, and various factions and interests might engage in poltical manouvers or even attempt a coup, but food shortages are usually the final straw that tips things over into full on general revolt. Basically you can bribe or terrify the population into accepting just about anything... right up until something else provides a greater motivation for them to revolt Anyway... looming starvation is one of the more powerful of the possible examples of 'something else' in this context.

It's worth noting that the same period is called the same thing in Britian (in many ways at the height of its power at the time), and the term fits the situation There fairly well. Well, such is my understanding anyway. This is the first time I've actually heard the term applied to the USA, anyway.
