  1. I'm pretty sure that wouldn't actually change much of anything in most places unless non-resident land owners were actually the cause of local problems that couldn't be corrected otherwise.

  2. Maybe, maybe not. If you buy an Existing city you have to replace the existing nonsense with the new, better designed stuff... which rather increases the number of costs and problems caused. Now, building one from scratch is a different matter.
