@maryhildreth754 I'd argue that it makes sense if you make the distinction between a road and a street. Streets are a big deal. Roads? People use roads to go right Past businesses. Now, your massive 'big box' stores at the highway interchanges might well be supported by the highway, as might industry that has all its inputs and outputs shipped via truck (which is a whole other issue of its own), but anything that is a 'local business' in more than the most technical sense would benefit much more from a street that actually facilitated foot traffic far more than a road.

It's more that if they're already there and actually Are seeing a lot of traffic, it's rather difficult to convince the officials who make the decisions that they should be got rid of, as they seem to be doing their job as intended. As for why it's so hard to build rail? Lack of established rail construction industry, institutionalised corruption, and the whole NIMBY issue. (along with a few other, less consistent, secondary issues).
