  1. From memory, the reason the police in the USA won't do anything about this is that it's not their jurisdiction. The post office has its own law enforcement division which deals with such things (regardless of carrier, as I understand it). You have to contact them instead. How Functional it is any more (with the government passing laws actively intended to sabotage the organization by striping it of it's income sources while also piling impossible and nonsensical artificial expenses on it... And then, naturally, using the resulting disfunction as justification for attempts to privatize it.), i wouldn't know. But they do take package thefts seriously.
