And remember, it takes a couple of weeks to show symptoms and is infectious for a while Before that point. Depending on the jobs and social lives of the people involved, and given the manner in which COVID-19 tends to spread, that could be single digits numbers... Or thousands of people.

There are four known cases, with no known connection to a known source, so there's however long the chain To them is (at least a couple of people, I'd imagine), and then they work in all different parts of the city, so that's multiple potential infection chains From them too, and then there's anyone else who caught it from then, and so on. That's plenty bad enough.
