I believe Drach has said in the past the Hipper's suffered from the same problems design wise as Bismarck and Tirpitz in that they were inefficient in terms of what they brought to the table for their tonnage. A result of Germany not being able to build large ships post WWI due to the Treaty of Versailles, so they didn't have the design experience. Other navies managed the same capability as them on smaller displacements. Also I believe that their machinery was overly complex so they were prone to unreliability and maintenance issues.
