  2. Well, there was no ordinance banning thongs at Cocoa Beach. There was such an ordinance at this particular beach. I mean, I agree, they probably need to change the ordinance. We don't live in a country that requires women to be covered from head to toe. But, be that as it may, according to the ordinance, the police were correct in asking her to leave.
