@poonamchaudhary282 Its not only bureaucracy, every system doesn't perform as it should do be it Judiciary, Administration, industry or agriculture. It's a scattered chaos without any direction & vision. There was international geopolitics involved, still domestic failures,be it central or state or district level is bigger hampering. So unutilisation of uptimum potential is the main reason.
