  1.  @xpenaltii  Except for taxes, of course. The cost to the individual who gets sick/hurt is of course less than if they paid for themselves. The question is do the healthy people want to spend 20,000+ in taxes over their lifetime so that each person doesn't have to pay for themselves? European countries say "yes". The US says "no" and we have insurance companies to spread the cost.

  2.  @geneanthony3421 , agreed but the second step has to be addressing drug addiction and mental illness. LA esp. attracts the kind of fragile and/or damaged person that needs validation; it's no wonder they face a homeless epidemic.
