  2. There is always some kind of peaceful protest going on daily at the Capital, other government facilities or college campuses. Police forces have used Zip-Ties to arrest peaceful protesters for trespassing; they are easy to carry and store. Riot gear usually means helmet, face shield, full shield, full gloves, and other body protection. The Capital Police knew there was a protest going on down the street and most likely there would be trespassers which they would have to Zip-tie and arrest.
