  1. The pilot radioed that it was a test flight. It must have been after some sort of maintenance. The two people on board were probably the pilot and mechanic. Since he first went above VFR flight altitude and then nosedived into the townhouses, it appears that he was having elevator control problems and maintaining horizontal flight.
