  1. Humanitarian aid in natural disasters, you first have to establish a security zone with soldiers to maintain order before you unload relief supplies to control the civilians. In a war zone where the armed combatants don’t wear military uniforms, than an air drop of relief supplies are done like France, United Emirates, Egypt, Jordan, and the USA did to prevent getting attacked.

  2.  @shuki1  No one is in charge of the distribution. The IDF allowed the food trucks to pass thru their front lines, they weren't escorting them or in charge.
