  1. Under the old USSR, ethnic Russian enclaves where established in conquered areas to cause disunity with the local ethnic population against the USSR’s central government. These old USSR ethnic Russian enclaves are where the political disruptions are being generated. Russia can occupy small areas of ethnic Russian speaking enclaves. But, not the whole country since the rest of Ukraine speaks Ukrainian and is a different ethnic group. When the USSR fell, all the former ethnic members left Russia and formed their own ethnic country. It’s very doubtful that the non-ethnic Russians in their own country would want to join Russia voluntarily and be ruled by a minority Russian ethnic overlord. This will be a political quagmire for the Russians where the majority of the Ukrainians are a different ethnic group, speak a different language, and basically hate you. The Russians will be seen as an invader and will have to maintain an occupying military force for years at a considerable cost. There is no clear endgame for Russia.
