  1. The tourist boat must really have been overloaded. It was relatively near the beach in sunny weather, when a rogue wave pushed the boat over. It’s not much of a surprise, visiting a third world country. The locals are just trying to make money to survive the poor economy, and no one drowned. Tourists seek excitement and adventure and not realizing the risks.
