The Ukrainians don’t need to destroy all of Putin’s refineries, only the updated ones with modern equipment to affect the fuel distribution system and cause engines to start failing using poor quality fuel and lubricate oil located in European Russia and NOT in the Urals. Dr. Stephen Hall, Russia expert University of Bath, doesn't seem to understand that building oil refineries, railroad networks, and pipeline in the Urals would take years. The only thing he got right is that the Russian western oil refineries with have to have military protection pulled away from Ukraine.
