  1. The blast damage looks like the explosion was ground level at a shallow angle to the building. The top of the building showed no blast damage, a missile on a ballistic trajectory would have come at a 90 degree angle. It appears it was a Russian glide bomb that malfunctioned and hit the building at a shallow angle.

  2.  @ingabaranauskiene5889  If it was within the building, the explosive clouds would have been more contained within the building. A contained explosion would not have generated so much black smoke outside rising so quickly.
