  1. Russian officers are so corrupted and lazy that they park their brand new stolen Ukrainian car next to a demolished building where his hidden hangout is. I guess he parked it next to the demolished hangout so he could look out for another Russian officer trying to steal it from him; there is no honor among Russian thieves.
