  1. The Russian military appears to have a limited amount of combat troops to protect their command centers behind their lines and are afraid of Ukrainian Special Forces activity. They have concentrated their units to protect their command centers against Ukrainian infiltration activity and not spread them out to avoid being in range of the HIMARS.
