  1. All the Shanghai Cooperation Organization really cares about is cheap Russian oil. They welcome Putin’s commitment to trading in local currencies in foreign trade because of the Western sanctions. Putin will have to buy their local commodities at inflated prices since he won’t be paid in Western currencies and will not be able to trade the local currencies with the West. And they won't sell him weapons either.
