  1. The Ukrainians were using Soviet era tanks that they had modified. The old Soviet era designed tanks didn’t have good gun stabilization or optics to shoot while moving. The old Soviet era design tanks could shoot while moving slowly forward, but the accuracy greatly diminished.

  2.  @DNG12900  They are waiting to use their Western made tanks for an assault once they penetrate the Russian three layer defensive lines and hit open country and use their F-16s for air cover once they get them.
