With the departure of Western retail chains from the shopping mall, the economic cutbacks of maintaining the empty spaces also seems to have led to cutbacks on routine fire system maintenance.

@louk597 It's doubtful that the fire in the shopping mall with closed stores with empty Western retail stores was started maliciously for military reasons. The insurance minus the deducible for the empty stores would be a financial loss to the mall management.

@algebra358 The insurance minus the deducible for the empty stores would be a financial loss to the mall management, since no merchandise lost was incurred. Individual stores still operating would have insurance coverage.
