  1. The “Montreux Convention allows Turkey to restrict the movement of Russian warships passing through the Bosporus and Dardanelles Straits in Turkey during war. Russian warships are allowed to leave the Black Sea through the straits, but can NOT re-enter into the Black Sea. Putin has no other way to bring a Russian warship into the Black Sea except to build in the Black Sea. And the only major shipbuilding facility is in Crimea. He is steadily losing his warships in the Black Sea.
