The private jet was using an onboard RNAV (Area Navigation) system and not a ground base ILS system to land. The RNAV system using an LPV (Localizer Performance with Vertical Guidance) uses GPS, augmented by the Wide Area Augmentation System (WAAS) for landing. It's designed to be like a Category I ILS approach, allowing for low minimums approach for airports without an ILS ground system to land in bad weather. The approach plate RNAV (GPS) RWY 28R at Montgomery-Gibbs EXEC (MYF) doesn’t allow category C & D to land. The Cessna 550 is a category C jet. Also, the approach plate ILS or LOC RWY 28R doesn’t allow a category C & D to use the ILS, because of the speed and weight of the jet on landing. The pilot wasn’t legally able to use either the RNAV or ILS at the Montgomery-Gibbs EXEC airport to land in bad weather because of the landing speed and weight of the jet.

A US Air Force C-17 Globemaster III landed at the wrong airport, mistaking a small airport, Peter O. Knight Airport in Tampa, Florida, for MacDill Air Force Base, it’s possible to land outside the FAA rules, but you must be prepared for the consequences, crashing or loss of your career.
