The main targets are the modern refinery equipment Russia installed in a limited amount of refineries after the fall of the Soviet Union to meet European fuel standards for today’s vehicle engines; including Russian military vehicle engines using Western made engine parts. Before the fall, cars were few and only for the elite driving non-Russian cars or poorly made Russian cars that smoked a lot using poorly refined Russian fuel. The Ukrainians don’t need to destroy all of Putin’s refineries, only the updated ones to affect the fuel distribution system and cause engines to start failing using poor quality fuel.
