The Wagner Private Military Contractors (PMC) have actively recruited from Russian prisons. It is a joke trying to enforce communication "Blackouts" near the HQ, the mercenaries were calling home about how bad it was at the HQ to the Ukrainian intelligence agencies revealing their location.
