  3. There is a transition period for the next elected presidential administration for the next fiscal year. The previous president administration, the Biden administration, has no say in the next presidential funding. It’s a bipartisan agreement since there is no majority party in Congress to carry over the funding to keep the government running. In baseball it would be called a self-inflicted or unforced error by Trump to cause this mess.
