In the body cam the cop never was heard telling the old lady she was being detained or handcuffed.

He should have used his service handgun to find the perpetrator. The officer fired his rifle before determining that he was being threaten or before determining what barriers where behind to contain the bullet before firing at the perpetrator. The body camera shown on another network shows the officer, I assume with an AR-15 type assault rifle, firing three rounds at the perpetrator. In the video, he didn’t identify himself as a police officer or yelling at the perpetrator to show his hands. He fired his AR-15 as soon as he saw the perpetrator.
