“You need to name an alternate airport on your IFR flight plan if, for the period of time one hour before and one hour after your estimated time of arrival, the weather is forecast to include a ceiling of 2,000 feet (above ground level) AGL and/or visibilities less than three statute miles (the 1-2-3 rule)…” FAA requirement for alternate airport in bad weather. Most economy airlines have limited landing agreements at different airports. If the economy airline had to land at an alternate airport due to bad weather that they didn’t have landing agreements, they would have to pay extra for landing and pay for the gate and ground crew to service the aircraft at the alternate airport from an airline competitor who had agreement rights. That’s why most economy airlines would cancel the flight and not risk the cost eating into their profit if they had to divert to an alternate airport. If you go with an economical airline, you take your chances of above normal cancellations due to weather.
