In a criminal trial the determination is guilty or not guilty beyond a reasonable doubt to send someone to prison. In a civil litigation lawsuit the standard is by a preponderance of the evidence or in other words that it is more likely than not the city and police officers are responsible for the harm the plaintiff has suffered due to negligence on their part and awarded monetary damages.
