  1. Under the old USSR, ethnic Russian enclaves where established in conquered areas to cause disunity with the local population against the USSR’s central government. These old USSR ethnic Russian enclaves are where the political disruptions are being generated. Russia can occupy small areas of ethnic Russian speaking enclaves in Ukraine near the boarder on the East and the South. But, not the whole country since the rest of Ukraine speaks Ukrainian and are not ethnic Russians. When the USSR fell, all the former ethnic non-Russian members left Russia and formed their own ethnic country. Looks like Russia wants to reclaim the old USSR lands.
